What this amendment would do
This amendment, submitted by Mr. Van Hollen and Mr. Curtis, proposes adding a new section to bill S. 4784 called the Taiwan Allies Fund Act. Its purpose is to support Taiwan's international space and protect its diplomatic relationships from the influence and coercion of the People's Republic of China (PRC).
The amendment aims to add the following to the bill:
-
Financial Authorization: It authorizes $10,000,000 for each fiscal year from 2026, 2027, and 2028 to be taken from the Countering People's Republic of China Influence Fund.
-
Targeted Assistance: Funds are designated for countries that maintain official relations with Taiwan (or have strengthened unofficial relations), have faced PRC pressure because of those relations, and lack the capability to respond to that pressure without U.S. help.
-
Specific Uses of Funds: The money can be used for activities including:
- Providing alternatives to PRC health, digital, and energy initiatives.
- Helping civil society and media counter PRC influence.
- Diversifying supply chains to reduce PRC economic coercion.
- Offering alternatives to PRC development assistance and project financing.
- Supporting Taiwan's diplomatic presence and participation in international organizations.
- Providing alternatives to PRC information and communications technology.
- Strengthening partner countries against PRC propaganda and malign influence.
- Reducing a country's specific vulnerabilities to PRC coercion regarding Taiwan.
-
Accountability and Limits: No single country can receive more than $5,000,000 in a fiscal year. The Secretary of State must coordinate with other agencies and Taiwan, and must submit an annual report to Congress for three years detailing the funding, goals, and success of these activities.
