What this amendment would do
The amendment, known as the Bringing Real Accountability Via Enforcement in Burma Act (or the BRAVE Burma Act), aims to add a new subtitle to the bill to increase accountability and U.S. government action regarding Burma.
Key changes and additions include:
-
Extension of Time: It changes the sunset period of a specific section of the Burma Unified through Rigorous Military Accountability Act of 2022 from 8 years to 10 years.
-
Updated Sanctions Reporting: It requires the President to determine, within 180 days and then annually for 7 years, if certain entities meet criteria for sanctions. This includes:
- Specified Burmese state-owned enterprises.
- Myanma Economic Bank.
- Foreign persons operating in the Burmese jet fuel sector.
-
IMF Influence: It directs the Secretary of the Treasury to use the U.S. voice and vote at the International Monetary Fund to limit any increase in Burma's shareholding if the country is ruled by the State Security and Peace Commission or a successor authority. The President can waive this requirement if it is in the U.S. national interest.
-
New Special Envoy: It requires the Secretary of State to appoint a Special Envoy for Burma with the rank of ambassador. This person will:
- Coordinate all U.S. policy and assistance for Burma.
- Work toward restoring peace and a civilian-led democratic government.
- Lead efforts to pressure China and Russia to stop supporting the Burmese military.
- Coordinate multilateral sanctions and an arms embargo.
- Engage with Burmese civil society, democracy advocates, and elected officials from 2020.
- Work with the UN and neighboring countries (like India and Bangladesh) on human rights, refugees, and humanitarian aid.
