What this amendment would do
SA 6248 is an amendment proposed by Ms. Hassan and Mr. Johnson to be added to bill S. 4784. The purpose of this amendment is to create a Federal Clearinghouse on Safety and Security Best Practices for Nonprofit Organizations, Faith-based Organizations, and Houses of Worship within the Department of Homeland Security.
This amendment aims to add a centralized resource to the bill that provides the following:
-
Education and Best Practices: The Clearinghouse will publish online recommendations and evidence-based tiers of best practices to improve safety and security against threats such as terrorist attacks, manmade disasters, and natural disasters.
-
Grant Information: It will maintain a comprehensive index and an overview of Federal grant programs that nonprofit organizations, faith-based organizations, and houses of worship are eligible to use for safety and security.
-
Support and Training: The amendment requires the establishment of a designated point of contact to provide assistance and allows for the production of training materials to help these organizations implement security measures.
-
Accountability and Coordination: The Secretary of Homeland Security must notify various state and federal officials about the Clearinghouse, update the resources at least annually, and submit a report to Congress every three years. Additionally, the Comptroller General must submit a report to Congress evaluating the state of Federal grants for these organizations.
-
Timeline: The amendment specifies that the Clearinghouse must be established within 270 days of the Act's enactment and will cease to be effective 4 years after that date.
