What this amendment would do

SA 6246, submitted by Ms. Hassan, aims to add a new section to bill S. 4784 to create a pilot program focused on using big data analytics to find vessels that are avoiding United States export controls and sanctions.

The purpose of this addition is to have the Secretary of Homeland Security, through the Commissioner of U.S. Customs and Border Protection, test if big data can predict when vessels are manipulating or disabling their Automatic Identification System to hide the transport of goods.

  • Law Enforcement Use: The program is designed to give actionable intelligence to the Coast Guard, U.S. Immigration and Customs Enforcement, other Federal law enforcement agencies, and appropriate foreign partner agencies.

  • Data Used: The program will consider details such as the destination of the vessel, the type of goods, ownership and nationality of the importer, shipper, and vessel, as well as the frequency and duration of Automatic Identification System issues.

  • Coordination and Timeline: The Secretary will coordinate with the Director of National Intelligence and the Secretary of Commerce. The program will end 4 years after the Act is enacted.

  • Reporting and Funding: A report must be sent to Congress after 4 years to assess the program's usefulness. No additional money is authorized for this program, and it does not allow for the collection of any new information not already authorized by existing law.
