What this amendment would do
This amendment, submitted by Ms. Hassan and Mr. Cramer, proposes the addition of the Northern Border Security Enhancement and Review Act to bill S. 4784. Its purpose is to update and expand the requirements for monitoring and strategizing security at the northern border.
The amendment aims to change or add the following:
-
Threat Analysis: It changes the timing for the Northern Border threat analysis to September 2, 2025, and every 3 years after that. It also adds a requirement to assess recent changes in the amount and demographics of apprehensions at the Northern Border, including sector-level analysis.
-
Strategy Updates: It requires the Secretary of Homeland Security to update the Northern Border strategy by September 2, 2026, and every 5 years after that, using the results from the most recent threat analysis.
-
Congressional Oversight: It mandates that the Secretary of Homeland Security provide a classified briefing on the threat analysis to the appropriate congressional committees within 30 days of its submission.
-
Performance Measures: It requires the Secretary of Homeland Security, via the Executive Assistant Commissioner of Air and Marine Operations of U.S. Customs and Border Protection, to create performance measures within 180 days of the Act's enactment to evaluate how effectively Air and Marine Operations secure the northern border in maritime and air environments between ports of entry.
-
Funding: It specifies that no additional funds are authorized for these activities.
