What this amendment would do
As your legislative analyst, let's break down what this amendment is all about in plain English. Mr. Merkley proposed SA 624 to keep our elected officials accountable when it comes to funding the fight against avian influenza.
What It Aims to Change
-
The amendment adds a new rule to the Senate budget process.
-
It creates a point of order in the Senate against any bill, joint resolution, motion, amendment, or conference report that would decrease Federal resources for addressing avian influenza.
-
In common sense terms, if someone tries to cut funding used to handle avian influenza, this rule lets senators raise an objection to stop it.
-
To get around this new rule and pass a funding cut anyway, it would take a three-fifths vote of the Senate. The same three-fifths vote is also needed to overrule the Chair if a point of order is raised.
