What this amendment would do

This amendment, submitted by Mr. Lankford, aims to add a Pilot Program for Property Acquisitions to bill S. 4784.

The purpose of this amendment is to allow certain local governments, known as covered communities, to apply directly to the Administrator of the Federal Emergency Management Agency for hazard mitigation assistance. This assistance is specifically for:

  • Property acquisition
  • Structure demolition
  • Relocation assistance under section 404(b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act

The Administrator will select no more than 2 local governments from each FEMA region, with a limit of one local government per State. Selection is based on factors such as the local government's prior performance, level of need, and risks from inclement weather.

Participating communities can stay in the program for no more than 48 months. The Administrator must provide annual reports to the appropriate congressional committees regarding the program's effectiveness and whether it should be made permanent, extended, or ended. The pilot program must terminate no later than 8 years after the covered communities are selected.
