What this amendment would do

SA 6230, submitted by Mr. SHEEHY, is an amendment to bill S. 4784. This bill authorizes appropriations for fiscal year 2027 regarding the Department of Defense, military construction, and Department of Energy defense activities.

The purpose of this amendment is to address the use of partnership intermediaries to promote defense research and education. It aims to change and add the following to Section 4124(f) of title 10, United States Code:

  • It adds laboratory (as defined in section 12(d)(2) of the Stevenson-Wydler Technology Innovation Act of 1980) to the text alongside Center.

  • It includes individuals who can assist a Center or laboratory with technology transition, whether that transition is moving out of or into the Center or laboratory.

  • It adds a new paragraph stating that a Federal laboratory can use funds from the following sources to pay the Federal costs of a contract or memorandum of understanding:

    • Support of technology transfer and transition functions.
    • Research and development.
    • Operations and maintenance.
    • Procurement.
