What this amendment would do
Mr. Merkley submitted SA 623, which is an amendment intended to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal years 2025 through 2034.
Common sense tells us we need to keep our elected officials accountable when it comes to healthcare programs we rely on. This amendment adds a new point of order to the Senate rules.
Main Purpose
-
It aims to make it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would reduce Medicaid spending or result in the disenrollment of beneficiaries from the Medicaid program.
-
To bypass this rule, the amendment requires an affirmative vote of three-fifths of the Senators duly chosen and sworn to waive or suspend it.
-
It also requires an affirmative vote of three-fifths of the Senators duly chosen and sworn to sustain an appeal of the ruling of the Chair on a point of order raised against cutting Medicaid.
