What this amendment would do
SA 6221, submitted by Mr. Kennedy, is an amendment to bill S. 4784. This bill deals with appropriations for fiscal year 2027 for the Department of Defense, military construction, and Department of Energy defense activities.
The purpose of this amendment is to establish a sense of Congress regarding how NATO members spend on defense.
It aims to add the following to the bill:
- Congratulate President Donald J. Trump and NATO leadership on a new commitment to defense investment and the focus on collective defense.
- Laud NATO members who spent over 2 percent of their GDP on defense before the Hague Summit.
- Urge NATO leadership to make members follow a 5 percent GDP commitment for defense spending.
- Call for NATO allies to make sure non-traditional defense spending aligns with legitimate defense objectives.
- Reaffirm the importance of NATO and the US Senate's commitment to a united, capable, and strong Alliance.
