What this amendment would do
This amendment, submitted by Mr. Kennedy, aims to add a new section to bill S. 4784 to create the Office of the Special Inspector General for Ukrainian Military, Economic, and Humanitarian Aid.
The purpose of this addition is to ensure independent and objective oversight of the funds provided to Ukraine. Specifically, the amendment aims to:
- Audit and Investigate: Conduct and supervise audits and investigations of programs funded for military, economic, and humanitarian aid to Ukraine.
- Prevent Waste: Provide leadership and recommendations to promote economic efficiency and detect waste, fraud, and abuse.
- Inform Officials: Keep the Secretary of State, the Secretary of Defense, and other relevant Federal agency heads informed about administration problems and the progress of corrective actions.
To achieve this, the amendment establishes a Special Inspector General appointed by the President. This official will have the authority to issue subpoenas and conduct oversight of the handling and expenditure of funds, including the monitoring of contracts and reconstruction activities. The amendment also requires the office to publish quarterly reports on a public website in English, Ukrainian, and Russian to maintain transparency.
