What this amendment would do
Mr. Merkley submitted SA 622, which aims to add a deficit-neutral reserve fund relating to preserving health care providers' autonomy from health insurance company ownership.
- The amendment allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution.
- It permits adjustments to the pay-as-you-go ledger for legislation relating to the enforcement of antitrust laws.
- This legislation may include prohibiting anti-competitive vertical integration in health care, or any health insurance issuer's ownership, operation, or control of a health care provider or management services organization that has a management services agreement with a health care provider.
- The changes are allowed as long as the legislation would not increase the deficit over the period of the total of fiscal years 2025 through 2034.
