What this amendment would do
SA 6218, submitted by Mr. Kennedy, aims to add a new section to the bill regarding the placement of suicide prevention contact information on school identification cards.
The amendment proposes the following changes to the Higher Education Act of 1965:
-
Institutions that provide physical or digital student identification cards must include the phone contact information for the 988 Suicide & Crisis Lifeline.
-
These institutions may also include contact numbers for the Crisis Text Line, other qualified nonprofit organizations dedicated to suicide prevention with mobile messaging and mental health support capabilities, or a local program or campus mental health center.
-
Institutions that do not provide identification cards must publish the 988 Suicide & Crisis Lifeline contact information on their website.
-
The amendment defines digital student identification cards as mobile applications or digital wallets and physical student identification cards as tangible, nondigital documents.
-
These requirements take effect 2 years after the Act is enacted.
-
Schools are not required to reissue identification cards that were issued before the effective date and have not yet expired.
