What this amendment would do
SA 6203, submitted by Mr. Cassidy and Mr. Whitehouse, aims to add a new section to bill S. 4784. The purpose of this addition is to create a public list of non-United States free trade zones.
- The Secretary of Defense and the Secretary of Homeland Security must identify and publish a list on a public website within 2 years of the Act's enactment.
- This list must include the identity, location, and administrators of each zone.
- The list must be reviewed at least once a year to keep information correct, add new zones, or remove ones that no longer exist.
The amendment defines a non-United States free trade zone as a designated area in a foreign country's customs territory that is treated as being outside that territory for paying taxes or duties. It also notes that these are commonly called free zones, special economic zones, export processing zones, free economic zones, and freeports.
