What this amendment would do
The amendment, known as the Humanoid ROBOT Act of 2026 (or the Humanoid Robotics Oversight and Blocking of Obtainment from Totalitarians Act of 2026), aims to add a new subtitle to the bill to restrict the use and investment of humanoid robots from certain foreign sources.
The amendment seeks to change the bill by adding the following:
- Contracting Prohibitions: It stops the Department of Defense from entering into or renewing contracts to get humanoid robots that were designed, tested, developed, or manufactured by a covered entity. It also prohibits Department of Defense contractors from using such robots to support their contracts.
- Waivers: The Secretary of Defense can waive these prohibitions if the robot is needed for research or national security objectives.
- Investment Oversight: It amends the Defense Production Act of 1950 to allow the Committee on Foreign Investment in the United States to review investments in U.S. businesses that work with humanoid robots when those investments are made by entities from a covered nation or entities controlled by them.
- Mandatory Filing: It requires parties involved in these specific humanoid robot investments to submit a declaration.
