What this amendment would do
SA 6201, submitted by Mr. Hagerty and Mrs. Shaheen, aims to add a new section to bill S. 4784 to create the Strategic Infrastructure Partnership Initiative.
The purpose of this Initiative is to help identify, develop, and implement infrastructure projects in the Indo-Pacific region that are secure, resilient, and high-quality.
The amendment adds the following requirements:
-
Project Development: The Trade and Development Agency will use tools like technical assistance, pilot projects, and feasibility studies to create a pipeline of projects that align with U.S. economic development and national security interests.
-
Priorities: The focus will be on dual-use infrastructure, such as: ** energy systems ** digital and telecommunication networks ** ports, airports, and airfields ** logistics facilities
-
Coordination: The Initiative requires the Trade and Development Agency and the United States Indo-Pacific Command to share information every quarter, establish a formal liaison exchange, and engage with U.S. private sector entities and like-minded countries.
-
Standards: Project designs must include best practices for physical security, cybersecurity, and environmental and social impact assessments.
-
Reporting: The Director of the Trade and Development Agency must provide a report to Congress within 180 days regarding the feasibility and resources needed to expand the Initiative to other geographic combatant commands.
