What this amendment would do
This amendment, submitted by Mr. Warner, aims to add a new section (Sec. 2869a) to title 10 of the United States Code. Its purpose is to address shortages of available and affordable housing for members of the armed forces and their families near military installations.
What it adds to the bill:
-
Critical Housing Areas: It requires the Secretary of Defense to create a process to identify and designate "critical housing areas." When deciding these areas, the Secretary must consider things like rental vacancy rates, housing costs, commuting patterns, and barriers to housing production such as zoning and school-capacity constraints.
-
Community Partnership Response Plans: For every designated critical housing area, a response plan must be developed. These plans require consultation with various government bodies and private entities to assess market conditions and recommend actions to improve housing supply and affordability.
-
Accountability and Reporting: The Secretary of Defense must maintain an updated list of these areas, notify congressional defense committees of changes, and submit an annual report by March 1 detailing the designated areas, the status of response plans, and any identified barriers.
