What this amendment would do

The amendment, submitted by Mr. Warner, aims to add a section titled "Protecting America's Workforce" to bill S. 4784.

The purpose of this amendment is to:

  • Nullify Executive Order 14251 and Executive Order 14343, which relate to exclusions from Federal labor-management relations programs. It states these orders shall have no force or effect and prohibits the use of Federal funds to carry them out.

  • Ensure that any collective bargaining agreement between a Federal executive branch agency and a labor organization that is an exclusive representative of Federal employees, which is in effect as of March 26, 2025, remains in full force and effect for the rest of its stated term.
