What this amendment would do

SA 6184, submitted by Mr. Warnock, aims to add a comprehensive program to bill S. 4784. The purpose of this amendment is to build a pipeline of qualified United States individuals in science, technology, engineering, and mathematics (STEM) to fill job vacancies within the Department of Defense.

The amendment focuses on several key areas:

  • Target Fields: It targets roles in cybersecurity, computer science, aerospace, shipbuilding, and other fields the Secretary considers appropriate.

  • Scholarships and Recruitment: The Secretary must increase the number of funded Science, Mathematics, and Research for Transformation (SMART) Scholarship-for-Service Program participants to 10,000 and recruit from the Reserve Officer Training Corps.

  • Partnerships and Training: The Secretary shall establish partnerships with U.S. colleges and universities, including historically Black colleges or universities, women's colleges, and community colleges. It also requires enhancing internship and apprenticeship programs to ensure participants are ready for service on their first day.

  • Diverse Qualifications: The program must include individuals pursuing various educational paths, such as postgraduate degrees, technical certificates, and other programs not leading to a degree.
