What this amendment would do
SA 6179, submitted by Mr. Fetterman and Mr. McCormick, aims to change the Passport Act of June 4, 1920. The purpose is to allow certain public libraries to act as passport acceptance facilities and to collect and keep the execution fees for passports they accept.
To qualify, the public library must be organized as one of the following:
- A nongovernmental organization
- A nonprofit
- A charitable organization
- A trust
These libraries must also follow the regulations set by the Secretary of State.
The amendment also requires the Secretary of State to authorize any public library within 30 days of the Act's enactment if that library previously served as a passport acceptance facility and followed the Secretary of State's regulations.
Finally, the Secretary of State must provide a report to congressional committees within 30 days. This report must either document that the Secretary complied with these authorization requirements or explain why they did not.
