What this amendment would do

SA 6173, submitted by Mr. Rounds, aims to add a Domestic MicroLED Display Manufacturing Pilot Program to bill S. 4784.

The purpose of this amendment is to have the Under Secretary of Defense for Acquisition and Sustainment create a competitive program by March 1, 2027. This program will check if it is feasible and advisable to support domestic manufacturing of the following for Department of Defense applications:

  • microLED Displays (light emitting diodes less than 100 microns)
  • Liquid crystal displays (LCD)
  • Organic light-emitting diodes (OLED)

The specific goals of the program are to:

  • Lower the dependence on LCDs produced in Taiwan and the People's Republic of China.
  • Support semiconductor assembly techniques for panel-level manufacturing.
  • Show the performance of direct-view microLED Displays for defense use.

The Under Secretary will provide support to participants and prioritize applicants who have existing manufacturing capabilities and intellectual property, commit to building facilities in the United States, use supply chains that do not rely on Taiwan or the People's Republic of China, have commercial partnerships with Department organizations, and offer significant private sector co-investment.

Finally, the Under Secretary must give a report on this program to the congressional defense committees within one year after the Act is passed.
