What this amendment would do

This amendment, submitted by Ms. Lummis and Mr. Kelly, aims to add a section regarding Defense-Related Uranium Mine (DRUM) sites to bill S. 4784.

The purpose of this addition is to:

  • Authorize NRC service providers to access DRUM sites on Federal land for the recovery of uranium and remediation.

  • Require the Chief of the Forest Service and the Secretary of the Interior, working with the Secretary of Energy, to revise specific regulations to allow this access.

  • Establish that these activities are deemed to result in no or negligible surface disturbance, provided they do not create new mine workings or expand existing pits.

  • Remove the requirement for site-specific environmental assessments under the National Environmental Policy Act of 1969 for activities carried out by an NRC service provider at these sites.
