What this amendment would do

This amendment, submitted by Mr. Durbin, proposes the Runaway and Homeless Youth and Trafficking Prevention Act of 2026. It aims to expand and update the Runaway and Homeless Youth Act to better support youth who are homeless or running away, with a specific focus on preventing trafficking and sexual abuse.

The amendment seeks to change or add the following to the bill:

  • Expanded Services and Protections: It updates the legal findings to acknowledge that marginalized communities, LGBTQ youth, and those in the child welfare or criminal justice systems are most likely to experience homelessness. It emphasizes the need for trauma-informed, culturally and linguistically appropriate care.

  • Grant Program Updates:

    • Basic Center Grant Program: Updates grant terms to 5 years and adds requirements for suicide prevention services and trauma-informed care for trafficking victims.
    • Transitional Living Grant Program: Updates grant terms to 5 years and prioritizes youth between ages 15 and 22, while allowing services for those up to age 26.
    • Prevention Services: Adds a new part (Part F) to authorize additional 5-year grants specifically for prevention services for youth at risk of running away or becoming homeless.
  • New Capabilities and Reporting:

    • Allows for the use of online and social media resources for outreach and engagement.
    • Requires more detailed statistical reporting on youth who are victims of trafficking, pregnant, or involved in the justice system.
    • Directs programs to assist youth in verifying their status as independent students for federal student aid (FAFSA).
  • Administration and Funding:

    • Creates a process for the Secretary to grant waivers for specific provisions during emergencies or financial crises.
    • Sets specific funding authorizations for fiscal year 2027, including $200 million for general activities, $50 million for sexual abuse and trafficking prevention, and $67.5 million for prevention services.
    • Establishes specific grant amount ranges based on the total appropriations available.
