What this amendment would do
This amendment, submitted by Mr. Wyden, aims to add a requirement for the Secretary of Defense to conduct a comprehensive assessment of artificial intelligence (AI) systems used for target identification, sensor processing, and decision-making support.
The purpose of this addition to the bill is to evaluate the following:
-
Data Quality and Bias: The Secretary must assess data quality, potential for harmful bias, and hallucinations. This includes reviewing data used for the Maven Smart System, intelligence, surveillance, and reconnaissance systems, and specific weapon systems that are autonomous or planned to become autonomous.
-
Mission Risks: The assessment must look at risks to mission effectiveness caused by hallucinations and automation bias, specifically whether humans over-rely on AI recommendations and how misleading outputs impact decision-making.
-
Adversarial Threats: The Secretary must determine if these AI systems have been tested against adversarial manipulation, such as backdoor attacks and data poisoning, under realistic operational conditions.
The amendment requires the Secretary of Defense to complete this assessment by December 31, 2027, and brief the appropriate congressional committees by February 1, 2027, with recommendations on how to improve data quality.
