What this amendment would do

SA 6153, submitted by Mr. Wyden, aims to add a section to bill S. 4784 that creates a Framework for Consistent Data Management for Artificial Intelligence Target Identification.

The purpose of this amendment is to require the Secretary of Defense to develop and implement a framework for artificial intelligence and machine learning for use in defense, offensive purposes, reconnaissance, surveillance, and intelligence across the Department of Defense by December 31, 2026.

The amendment specifies that the framework must include:

  • Data quality criteria for reviewers, including suitability for training artificial intelligence.
  • Labeling procedures and a development process that follows Department ethical principles, specifically governability, reliability, traceability, equitability, and responsibility.
  • Oversight and processes for feedback, update, review, evaluation, and data input, which includes contracted companies in the data-labeling supply chain.

Additionally, the Secretary must brief the appropriate congressional committees on the status of this framework by February 1, 2027.
