What this amendment would do

SA 6150, submitted by Mr. Wyden, aims to add a new section titled "Services for Delayed Entry Program Participants" to bill S. 4784.

The amendment seeks to change and add the following:

  • Military OneSource Access: It requires the Secretary of Defense to make the Military OneSource program available to recruits in the Delayed Entry Program (DEP) starting when they sign their contract. Access ends if the enrollee is officially released from the contract.

  • Recruit Information: The Secretary of Defense must inform DEP recruits and their families about the benefits available through Military OneSource.

  • Comptroller General Review: The Comptroller General must start a review within 90 days of the Act's enactment regarding gaps in the Department of Defense's response to sexual assault and harassment victims in the DEP.

  • Review Requirements: The review must include:

  • Statistics on sexual assault victims in the DEP from the last five years, including demographics, geography, and frequency.

  • Barriers to providing healthcare referrals or emergency healthcare for these victims.

  • Barriers to providing counseling referrals or trauma counseling for these victims.

  • Other issues the Comptroller General finds appropriate.
