What this amendment would do
Mr. Merkley put forward SA 615, which is an amendment meant to be added to the concurrent resolution for the budget.
What It Aims to Change
This amendment adds a new rule to the bill. Here is what it does:
- It creates a point of order in the Senate against certain budget bills.
- It stops the Senate from considering a bill unless the Director of the Congressional Budget Office certifies that the bill will not cause an increase in inflation.
- It allows this new rule to be waived or suspended, or an appeal of the Chair's ruling to be sustained, only by an affirmative vote of three-fifths of the Senators chosen and sworn.
