What this amendment would do
The amendment, known as the Combating CCP Labor Abuses Act of 2026, aims to add a new subtitle to the bill to address human rights violations and forced labor by the Government of the People's Republic of China.
The amendment seeks to add the following:
-
Employee Training: The Secretary of Commerce will provide training to certain Department of Commerce employees who counsel businesses involved in investments or commercial transactions with the People's Republic of China. This training focuses on emerging trends of human rights violations, specifically the use of forced labor against Uyghurs and other ethnic and religious minority groups.
-
Business Guidance: In consultation with the Secretary of State, the Secretary of Commerce will offer advisory guidance for U.S. businesses engaged in foreign transactions or investments. This guidance includes:
- Information on human rights violations by the Government of the People's Republic of China, including forced labor against Uyghurs and other minority groups.
- Risk factors to help identify entities under the influence or control of jurisdictions like the People's Republic of China that may be involved in human rights violations.
- Methods to avoid doing business with those entities.
- Potential legal, economic, reputational, and other risks associated with such transactions.
