What this amendment would do

SA 6147, submitted by Ms. Blunt Rochester, aims to add a new section to bill S. 4784 called "Prioritization of Digital Skills in Employment and Education Programs for Military Spouses."

The purpose of this amendment is to have the Secretary of Defense modernize Department of Defense programs for military spouse employment and education. It does this by prioritizing training in digital skills to help spouses get into career fields that are remote-compatible or technology-enabled.

Key Changes and Additions

  • Focus of Training: The Secretary shall prioritize training in fields such as:

    • Artificial intelligence literacy
    • Cybersecurity
    • Cloud computing
    • Data analytics
    • Information technology support
    • Digital project management
    • Other similar fields determined by the Secretary
  • Targeted Programs: The focus will be on programs like the My Career Advancement Account program, the Spouse Education and Career Opportunities program, and other training programs authorized under section 1784a of title 10, United States Code.

  • Implementation Considerations: The Secretary may promote training, certificates, and credentials that align with employer demand and portable careers. This includes considering barriers like frequent relocation and the need for remote-accessible training.

  • Accountability: The Secretary must brief congressional defense committees within 180 days after the Act is enacted. This briefing must cover:

    • Measures taken to implement the prioritization of digital skills.
    • Updates to guidance or training opportunities.
    • Any barriers to implementation.
    • Recommendations for administrative or legislative action to improve access to these career fields.
