What this amendment would do

SA 6145, submitted by Mr. Coons, aims to add a new subtitle to bill S. 4784 titled the Global Fragility Reauthorization Act. Its purpose is to update and extend the implementation of the Global Fragility Strategy to prevent global violence and fragility to increase the security, stability, and prosperity of the United States.

The amendment seeks to change or add the following to the bill:

  • Country Designations: It directs the President to stop implementing the strategy in Haiti and Libya, while continuing it in Coastal West Africa, Mozambique, and Papua New Guinea. It also requires the President to select at least one new priority country or region, suggesting options such as Ecuador, Lebanon, Vanuatu, or specific regional groups.

  • Accountability and Coordination: It establishes a requirement for the Secretary of State to hold annual meetings to ensure policy alignment. It also expands interagency coordination to include the CEOs of the United States Development Finance Corporation and the Millennium Challenge Corporation.

  • Staffing and Strategy: The amendment mandates that the Under Secretary of State for Political Affairs lead the strategy and requires regional affairs bureaus to hire full-time employees with conflict prevention expertise. It also calls for a study on applying these principles to other geographic areas.

  • Funding and Reauthorization: It extends the reauthorization of the Prevention and Stabilization Fund and the Complex Crises Fund through 2030. Additionally, it allows the use of the Economic Support Fund for monitoring, evaluation, and learning activities.
