What this amendment would do
SA 6141, submitted by Mr. Van Hollen, aims to add a new section to bill S. 4784. The purpose of this amendment is to stop the sale, export, or transfer of major defense equipment to any country that the President identifies as providing equipment, materiel, or other resources to the Sudanese Armed Forces or the Rapid Support Forces.
The amendment adds the following specific rules:
-
Prohibition: It bans the provision of major defense equipment to countries supporting the Rapid Support Forces or the Sudanese Armed Forces.
-
Waiver: The President can bypass this ban on a case-by-case basis if it is determined to be vital to United States national interests.
-
Accountability: If a waiver is used, the President must notify the appropriate congressional committees within 15 days and provide a detailed justification.
-
Congressional Oversight: The "appropriate congressional committees" are defined as the House Committee on Foreign Affairs, the House Committee on Appropriations, the Senate Committee on Foreign Relations, and the Senate Committee on Appropriations.
