What this amendment would do
This amendment, submitted by Mr. Van Hollen for bill S. 4784, aims to make two specific changes: it strikes section 845 and replaces section 1217.
The purpose of the new section 1217 is to require the Secretary of Defense and the Director of National Intelligence to conduct a feasibility study on synchronizing bilateral defense technology cooperative efforts between the United States and Israel.
Key elements of the proposed study include:
-
A cost-benefit analysis for an initiative to expand and accelerate cooperation in research, development, testing, evaluation, integration, and industrial cooperation.
-
An evaluation of how United States national security interests are served and an analysis of existing initiatives with other treaty allies like Japan, Australia, the United Kingdom, and NATO countries.
-
An assessment of existing cooperation with Israel, including whether any jointly developed technologies allow one party to prevent the other from using or transferring the technology.
-
An assessment of counterintelligence risks.
The study focuses on several domain areas, such as:
-
Counter-Unmanned Systems (aerial, maritime, and ground).
-
Anti-tunneling and subterranean threats.
-
Missile and air defense technologies, including Golden Dome for America.
-
Artificial intelligence, quantum, machine learning, and autonomous systems.
-
Cyber defense, electronic warfare, digital resilience, biotechnology, and directed energy.
-
Defense industrial base cooperation and manufacturing.
The Secretary of Defense must submit an unclassified report on the results of this study to the appropriate congressional committees within one year after the Act is enacted.
