What this amendment would do
SA 6131, submitted by Mr. Murphy, aims to add a section to title X of bill S. 4784. Its purpose is to require the Comptroller General of the United States to conduct a review of a luxury aircraft, known as the VC-25B Bridge aircraft, which was donated by the Government of Qatar to the United States Air Force.
The review is designed to hold officials accountable by analyzing the following:
-
The circumstances of the gift, including any side agreements, implicit or explicit conditions, conflicts of interest, and whether the gift was solicited.
-
The terms of the memorandum of understanding used to formalize the donation.
-
The total monetary value of the aircraft and equipment, as well as the full cost to the United States for retrofitting, upgrading, testing, and delivering the aircraft.
-
The funding sources used and any negative impacts on other national security programs due to the diversion of resources.
-
National security concerns resulting from the shortened period of testing and modifying the aircraft.
-
The legality and constitutionality of accepting the gift under the Foreign Emoluments Clause and other related statutes.
-
Recommendations to improve laws regarding foreign gifts and luxury aircraft to reduce corruption, conflicts of interest, and the waste of taxpayer dollars for the personal benefit of officials.
The Comptroller General must submit a report with these findings to the congressional defense committees within 90 days after the Act is enacted.
