Designation: SA 613

Target: Concurrent resolution S. Con. Res. 7, setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034
Purpose and Changes
The amendment aims to change what must happen before specific committees can submit their recommendations in the Senate.
Under this change, committees can only submit their recommendations on or after the date that the Director of the Congressional Budget Office certifies that inflation is not more than 2 percent.
The Director must base this certification on the most recent data available, using either the average of the annualized changes in the most recently published monthly reports on the consumer price index for all-urban consumers published by the Bureau of Labor Statistics of the Department of Labor, or the previous year's unadjusted annual change in that index.
