What this amendment would do
The amendment, known as the Innovate to De-Escalate Modernization Act, aims to change Title 18 of the United States Code.
The purpose of this amendment is to provide an exemption for certain less-than-lethal projectile devices from specific restrictions.
To qualify as a less-than-lethal projectile device, a device must meet these criteria:
-
It is not designed or intended to expel, and cannot be easily converted to discharge, ammunition used in shotguns, rifles, or handguns, or any projectile moving faster than 500 feet per second.
-
It is designed and intended for use in a way that is unlikely to cause serious bodily injury or death.
-
It cannot accept or be easily modified to accept ammunition feeding devices commonly used in semiautomatic firearms or those loaded through a pistol grip.
The amendment also requires the Attorney General to determine if a device fits this definition within 90 days of receiving a request and the device.
