What this amendment would do
SA 6124, submitted by Mr. Sullivan, aims to add a section to bill S. 4784 focused on the analysis of certain humanoid or quadruped robotics communications equipment or services.
The purpose of this amendment is to evaluate whether these specific robots and their controlling software, when produced or provided by a covered foreign entity (those linked to a country of concern), pose an unacceptable risk to the national security of the United States or the safety and security of United States persons.
The amendment changes the bill by adding the following requirements:
- Risk Determination: An appropriate national security agency must determine within one year if these robotics communications equipment or services pose an unacceptable risk.
- Covered List Updates: If no determination is made within one year, the Commission (FCC) must add these services to the covered list, unless an agency determines they do not pose a risk.
- Reporting: If a risk is found, the service is placed on the covered list and a report is sent to appropriate congressional committees. If no risk is found, reports must be submitted to those committees and other national security agencies for review.
- Scope: These rules do not apply to countries that are not countries of concern, including NATO members or major non-NATO allies.
