What this amendment would do
This amendment, submitted by Mr. Tillis and Mrs. Shaheen, aims to add a new subtitle titled Cooperation With NATO Allies to the end of title XII of bill S. 4784. Its purpose is to increase military and technological coordination between the United States and its NATO partners, with a specific focus on Poland.
The amendment adds the following three sections:
Poland Defense Industrial Cooperation Program This section directs the Secretary of Defense and Secretary of State to create a program to grow cooperation between the U.S. and Poland. The goals are to:
- Expand co-production capacity and supply chain resilience.
- Support operational readiness for allied forces.
- Reduce barriers to co-production and strengthen NATO's deterrence against the People's Republic of China and the Russian Federation.
- This program may include the co-production of air combat systems, ground combat systems, munitions, and other critical defense articles, as well as expanding maintenance and repair capabilities in Poland.
- It also establishes an annual industry roundtable with Polish and U.S. defense companies and requires annual reports for 5 years.
Strategy for United States-NATO Integrated Technology Solution This section requires the Secretary of State and Secretary of Defense to focus on cyber and digital warfighting capabilities that:
- Promote collaboration and interoperability between U.S. and NATO systems.
- Ensure AI-guided systems from the U.S. and allies recognize each other and work together during joint operations.
- It requires a report within 180 days detailing a strategy for integrated technology solutions and the national security risks of non-interoperable systems.
Report on United States Weapons Sales to NATO This section requires the Secretary of State and Secretary of Defense to submit an unclassified report to Congress by February 1 each year. This report must detail U.S. weapons sales and transfers to NATO as an organization and to individual member countries from the previous calendar year.
