S.Amdt. 6102

SA 6102, submitted by Mr. Rounds, aims to add a Modernization Program for Full Content Inspection to the bill. This amendment changes and adds to Section 1515 of the National Defense Authorization Act for Fiscal Year 2024.

The amendment intends to make the following changes:

• Update the section heading to full content inspection.
• Integrate capabilities into a pilot program by December 1, 2027, using artificial intelligence to find and counter foreign cyber aggression against Department of Defense networks.
• Require the Secretary, via the Director of the Defense Information Systems Agency and the Chief Information Officer of the Department of Defense, to list any remaining networks and enclaves to ensure complete coverage.
• Establish semiannual briefings until December 31, 2028, for congressional defense committees. These briefings must cover:
• The deployment status of the modernization program.
• Results from surveys.
• The timeline and identification of remaining networks and enclaves.
• Any requests for reprogramming funds to speed up deployment.
