What this amendment would do
SA 6099, submitted by Mr. Cornyn and Mr. Cruz, aims to add a pilot program to bill S. 4784. The purpose of this program is for the Secretary of the Army to evaluate how effective different health care assessment methods are for active duty Army members when compared to the standard periodic health assessment.
The amendment adds the following requirements for the program:
- Locations: The program must be carried out at Fort Hood, Texas, and at least one other Army installation.
- Participants: The Secretary must select at least 100 Army members who are not in a high-risk population.
- Assessment Methods: Participants will receive an in-person physical exam, blood work (complete blood count and comprehensive metabolic panel) done by qualified medical personnel, and any other tests the Secretary deems appropriate.
- Baseline and Duration: These assessments will serve as a baseline for regular monitoring. The program will last for two years from the date the Act is enacted, though the Secretary can extend this time.
- Reporting: Within 180 days after the program ends, the Secretary must give a report to congressional defense committees regarding member satisfaction, health care outcomes, and recommendations for broader use.
