What this amendment would do
This amendment, submitted by Mrs. Blackburn, aims to change the Office of National Drug Control Policy Reauthorization Act of 2006 by adding new rules regarding the World Anti-Doping Agency.
The purpose of the amendment is to establish a system to hold the World Anti-Doping Agency accountable based on the following goals:
-
Annual Reviews: The Office of National Drug Control Policy must decide every year if the World Anti-Doping Agency has an independent governance model, has implemented governance reforms, and uses fair processes to select independent athletes for decision-making roles.
-
Corrective Action and Reporting: If the agency does not meet these criteria, the Office of National Drug Control Policy must work to bring them into compliance and submit a report to Congress detailing the barriers to fair representation for the United States.
-
Financial Consequences: If the agency fails to meet the criteria, the Office of National Drug Control Policy can voluntarily withhold up to the full amount of U.S. membership dues. Any withheld funds not used by the end of the fiscal year are returned to the Treasury.
-
Spending Oversight: The Office of National Drug Control Policy must provide a spending plan and explanation of how funds will be used to Congress 30 days before giving money to the World Anti-Doping Agency.
-
Updated Definitions: The amendment adds definitions for amateur athlete, amateur athletic competition, independent athlete, and the United States Olympic and Paralympic Committee.
