What this amendment would do
Summary and Purpose
As your congressional analyst, let's look straight at what Mr. Merkley is trying to do here. He submitted amendment SA 609 to the budget resolution for fiscal year 2025.
The whole purpose of this amendment is to set up what we call a deficit-neutral reserve fund. In plain English, it gives the Chairman of the Senate Budget Committee the power to change budget numbers and ledger levels to make room for new legislation.
What It Aims to Change or Add
- It adds a brand new section to the end of title III of the budget resolution.
- It allows for changes to committee allocations and the pay-as-you-go ledger for bills or amendments that protect access to reproductive care.
- According to the text, that reproductive care can include abortion care, medication abortion, contraceptives, or other care for patients during their pregnancies.
- There is one big rule attached: any legislation passed using this fund must not increase the federal deficit over the total period from fiscal years 2025 through 2034.
