What this amendment would do
This amendment, submitted by Mr. Peters and Mr. Rounds, aims to replace section 320B of bill S. 4784. Its purpose is to require the Secretary of Defense to start interim remedial actions for perfluoroalkyl and polyfluoroalkyl substances at at least 100 covered sites within two years of the Act's enactment.
Key changes and requirements include:
-
Site Requirements: The Secretary must start actions at no fewer than 100 covered sites, unless there are not enough sites meeting specific regulations. If this exception is used, a report must be sent to Congress.
-
Completion and Reporting: The Secretary must ensure that ongoing interim remedial actions at Department of Defense installations are completed in a timely manner. Additionally, the Secretary must brief the Senate and House Committees on Armed Services within 30 days after the Act is enacted regarding the status of 723 installations assessed for these substances.
-
Definition of Covered Site: A covered site is defined as one of the 723 installations from the September 30, 2025, Department publication where the estimated feasibility study or remedial investigation end date is delayed compared to the December 2024 publication.
