What this amendment would do
-
Mr. Merkley proposed an amendment, labeled SA 607, for the Senate to consider regarding the congressional budget for fiscal year 2025 and the levels for fiscal years 2026 through 2034.
-
The main purpose of this amendment is to add a new point of order in the Senate to stop funding for certain nuclear modernization programs.
What It Aims to Change
-
It adds a rule making it out of order in the Senate to consider any bill, resolution, motion, amendment, or conference report that provides funding for nuclear modernization programs if those programs meet certain negative criteria.
-
Specifically, it targets programs that are over-budget, behind schedule, in violation of chapter 325 of title 10, United States Code (known as the Nunn-McCurdy Act), unnecessary, wasteful, or in contravention of international security agreements.
-
The amendment also states that this new rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. An affirmative vote of three-fifths of the Members is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
