What this amendment would do
SA 6063, submitted by Mr. Lujan, aims to change how retired pay is handled by expanding the Department of Defense Military Retirement Fund to include all members of the uniformed services.
The amendment adds the following to the bill:
-
Expanded Scope: It changes references from "armed forces" to "uniformed services" and adds the Departments of Commerce and Health and Human Services to the list of departments involved.
-
Specific Inclusion: It explicitly adds programs under the National Oceanic and Atmospheric Administration (NOAA) Commissioned Officer Corps Act of 2002 and the Public Health Service Act to the fund's coverage.
-
Financial Accountability: It requires the Board of Actuaries to determine the value of future benefits for the NOAA and Public Health Service commissioned corps by January 1, 2027. This includes creating an amortization schedule to pay off the "original National Oceanic and Atmospheric Administration and Public Health Service unfunded liability."
-
Administrative Changes: It updates the Retired serviceman's family protection plan and the Survivor benefit plan to apply to "uniformed services" rather than just "armed forces."
