What this amendment would do
This amendment, submitted by Mr. Lujan for bill S. 4784, aims to add two main components to the legislation:
Establishment of a Commission It proposes the creation of the Congressional National Security Commission on Emerging Science and Technology. This independent commission in the legislative branch would:
- Consist of 12 members appointed by the leadership of the Senate and the House of Representatives.
- Examine and make recommendations regarding emerging science and technology as they relate to current and future national security missions.
- Work to ensure the United States remains a leading source of scientific innovation.
- Conduct reviews on the methods, investments, and ethical, legal, social, and environmental considerations of emerging technology.
- Submit an annual report to Congress by February 1, along with any recommended statutory language for legislative action.
Updated Definition of National Security The amendment also aims to change title 10 of the United States Code by adding a specific definition for "national security." Under this amendment, the term would mean the national defense and foreign relations of the United States, and would specifically include:
- The security of the United States economy.
- The resilience of supply chains for economic activity within the United States.
