What this amendment would do
SA 6060, submitted by Mr. Cassidy and Mr. Whitehouse, aims to change the Tariff Act of 1930 to expand the public disclosure of manifest information.
The amendment adds the following to the bill:
- It expands manifest requirements to include commercial vehicles arriving in or departing from the United States that transport merchandise for importation or exportation and are required to transmit advance electronic information.
- It specifies that certain information from vessel, vehicle, or aircraft manifests shall be available for public disclosure.
- It requires the Secretary to remove personally identifiable information before public access, such as:
- Social Security numbers.
- Passport numbers.
- Names of individuals who are end consumers.
- Residential addresses that are not primary business addresses (excluding zip codes).
- It clarifies that the name, address, or identification number of a business cannot be removed from the manifest.
- It requires U.S. Customs and Border Protection to process manifests for departing vehicles provided to the Automated Commercial Environment system and provide the allowed information to the appropriate parties.
These changes would apply to vessels, vehicles, and aircraft arriving in or departing from the United States starting 120 days after the Act is enacted.
