What this amendment would do
Mr. Merkley submitted this amendment to set up a deficit-neutral reserve fund focused on enhancing fiscal responsibility in nuclear modernization. Simply put, it gives the Chairman of the Senate Committee on the Budget the power to change budget levels and make adjustments for legislation dealing with this issue, as long as that legislation does not increase the deficit between fiscal years 2025 and 2034.
What It Aims to Change or Add
This amendment adds a new section to the end of title III of the concurrent resolution. It allows for future laws, bills, or amendments that do specific things related to nuclear modernization without adding to the national deficit.
Here is what that legislation can include:
- Strengthening oversight of nuclear weapons systems.
- Bolstering chapter 325 of title 10, United States Code, which is commonly known as the Nunn-McCurdy Act.
- Holding nuclear weapons defense contractors accountable for waste, fraud, and abuse.
