What this amendment would do

  • Mr. Merkley submitted this amendment, known as SA 604, to be proposed for the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
  • The purpose of this amendment is to add a deficit-neutral reserve fund relating to forest management in order to reduce the risk of extreme wildfires.
  • It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation related to forest management that reduces the risk of extreme wildfires, such as removing hazardous fuels.
  • This can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
