What this amendment would do
SA 6027, submitted by Mr. Wicker and Mr. Reed, aims to add a new section to bill S. 4784. Its purpose is to require the Secretary of Defense to provide an assessment regarding the creation of a governance structure to coordinate the development of medical countermeasures for nuclear, chemical, and biological threats.
This proposed structure would be similar to the Operation Warp Speed Program.
The amendment requires the Secretary of Defense to submit this assessment to congressional defense committees by March 31, 2027, including the following:
- Recommendations to improve the Department of Defense's command structures, authorities, and current medical countermeasure capabilities.
- Recommendations to formalize supply chains, support mechanisms, and interagency coordination for a national security medical countermeasure enterprise.
- Any other matters the Secretary of Defense deems necessary.
