What this amendment would do
The purpose of SA 6023, submitted by Mr. Schmitt, is to fast-track third party transfers of defense articles to Taiwan and the Philippines. This amendment adds a new section to bill S. 4784.
Key changes and additions include:
-
The Secretary of State and the Secretary of Defense must create a list of military platforms, technologies, and equipment that are pre-cleared for transfer to Taiwan and the Philippines. This list must be compiled within 180 days of the Act's enactment and updated annually.
-
The Secretary of State and the Secretary of Defense are required to review and update interagency policies and guidance to incorporate these pre-clearance provisions.
-
The requirement to maintain this list continues until the Secretary of State certifies to Congress that threats to the Philippines and Taiwan have significantly abated.
-
This amendment does not supersede current or future arms sales efforts, congressional notification requirements under the Arms Export Control Act, or the requirements of section 3356 of title 22, United States Code.
